Testimonials

Rock Island, Illinois, IT Director Tim Bain:

As we reached year-end I was able to identify a source of funds to proceed with the study in December 2018, and we had the results by January of 2019. … I believe the study was a worthy investment. It provided the outside review we needed and helped identify the true nature of residential Internet in Rock Island.

New Hampshire, Dana Primiano, who chairs the Hancock Telecommunications Committee:

Quick Start is a great early use program for those looking to get grounded on how the three primary non-cellular broadband scenarios fit their community. Quick Start gave us two critical components as we began our community broadband initiative; 1) which of the three options are economically viable given the demographics and regional providers to our town 2) tools to help fine tune the parameters of our most likely solution as we begin assessing provider input.

Maine, Mike Wilson, Senior Program Director, Northern Forest Center &
Mia Purcell, Vice President of Economic Development, Impact Community Concepts Finance Corporation

QuickStart was very helpful to Maine West in helping us assess the full cost of a fiber/wireless buildout for our region of 26 rural towns and unorganized territories. We have legs or sections of an open access, dark fiber network that run through the Maine West region. QuickStart was instrumental in helping us assess the cost of fiber, wireless and hybrid infrastructure solutions for last mile connections and related financing options. Glenn Fishbine was great to work with and very responsive. We received online maps and financial information within a week. We would highly recommend QuickStart for any town or multiple towns that want to assess the cost and infrastructure options for high speed broadband service.

FAQ

Use Case:  Design Studies

Feasibility design studies are the first step in determining if a community can afford to engage in a community sponsored broadband development project.

   Why is service needed?

States typically have several hundred communities that require support for broadband expansion capabilities.  These services typically start at about $50,000 per community.

        Why are we different?

Our service is approximately 1/10th the cost of comparable studies, can be performed in a few weeks instead of 6 months, and is provided with full documentation and data sources.

Use Case:  Challenge Process

This is a grant related process where grant applications may claim a lack of services, and local ISPs claim services are available. A neutral third party needs to be involved in evaluating the challenge.

       Why is the service needed?

State grant procedures permit existing ISPs to challenge a community's grant application on the basis that an ISP already provides existing services to the community.  Incorrect evaluation of the challenge process may deny communities services that they need, or provide grant $ to communities that do not need them. We permit real-time catpure of speed test data to the address or block group level which permits the grantor to monitor grant activities and performance in realtime.

        Alternatives?

Evaluation of public and government mapping services shows that FCC 477 data is widely available.  Crowd sourced data is only available from Pennsylvania at the Census Tract, County, or House District level, and experimental address level from the State of Wyoming.  Prototype Georgia mapping is at the requisite level, but their project has completed three counties and is projected to cost an additional $2 million.

What makes the use of NEO's products critical to your success?

If your program requires timely review of the grant applications and challenges within a fixed period, no other company can provide the required results within your time frame.

Use Case:  Crowdsourced Mapping

Maps are not things to hang on your wall, and change every year or two. Maps should be analytic tools which allow you to track changes over time, vendor performance, and program effectiveness for communites.

       Why is the service needed?

Evaluation of the need for broadband funding and the effectiveness of funding for broadband requires an evaluation of the current broadband performance and changes in that performance after grant $ are applied to a community.

What makes the use of NEO's products critical to your success?

Your state is committed to expanding broadband services to citizens.  With current mapping capabilities, you are unable to assure that tax dollars are going to the right locations, or that the funded grant implementers are performing in accordance with their contracted time frames and performance levels. Our mapping capabilities allow you to see how your dollars are being spent, with what performance gains, and where.

Use Case:  Deployment Targeting

Whether you're a grant giver, a grant writer, or an ISP looking for expansion opportunities, you want to spend your limited dollars wisely, where they'll do the most good. Our deployment targeting lets you define your criteria, and we return an analysis of where opportunities exist, the relative cost and value of each opportunity, and what the competitive landscape looks like.

       Why is the service needed?

Limited resources must be used wisely. Helping you identify where you can get the biggest bang for the buck helps you make and justify the case for broadband expansion. Our analysis shows you where to go, what it will cost, and what your competition looks like.

        What are the criteria?

Typical crteria include a) average project cost, b) distance from your preferred location, c) USDA grant exclusion areas, and d) reported and actual performance limitations.
